فَمَنْ أَظْلَمَُ 1129 الزمر

أَوَلَمْ يَعْلَمُوا أَنَّ اللَّهَ يَبْسُطُ الرِّزْقَ لِمَنْ يَشَاءُ وَيَقْدِرُ إِنَّ فِي ذَلِكَ لَآيَاتٍ لِقَوْمٍ يُؤْمِنُونَ ﴿۵۲﴾ قُلْ يَا عِبَادِيَ الَّذِينَ أَسْرَفُوا عَلَى أَنْفُسِهِمْ لَا تَقْنَطُوا مِنْ رَحْمَةِ اللَّهِ إِنَّ اللَّهَ يَغْفِرُ الذُّنُوبَ جَمِيعًا إِنَّهُ هُوَ الْغَفُورُ الرَّحِيمُ ﴿۵۳﴾ وَأَنِيبُوا إِلَى رَبِّكُمْ وَأَسْلِمُوا لَهُ مِنْ قَبْلِ أَنْ يَأْتِيَكُمُ الْعَذَابُ ثُمَّ لَا تُنْصَرُونَ ﴿۵۴﴾ وَاتَّبِعُوا أَحْسَنَ مَا أُنْزِلَ إِلَيْكُمْ مِنْ رَبِّكُمْ مِنْ قَبْلِ أَنْ يَأْتِيَكُمُ الْعَذَابُ بَغْتَةً وَأَنْتُمْ لَا تَشْعُرُونَ ﴿۵۵﴾ أَنْ تَقُولَ نَفْسٌ يَا حَسْرَتَا عَلَى مَا فَرَّطْتُ فِي جَنْبِ اللَّهِ وَإِنْ كُنْتُ لَمِنَ السَّاخِرِينَ ﴿۵۶﴾

﴾52﴿ Awalam ya'lamooo annal laaha yabsutur rizqa limai yashaaa'u wa yaqdir; inna fee zaalika la Aayaatil liqawminy yu'minoon
﴾53﴿ Qul yaa'ibaadiyal lazeena asrafoo 'alaaa anfusihim laa taqnatoo mirrahmatil laah; innal laaha yaghfiruz zunooba jamee'aa; innahoo Huwal Ghafoorur Raheem
﴾54﴿ Wa aneebooo ilaa Rabbikum wa aslimoo lahoo min qabli any yaatiyakumul 'azaabu summa laa tunsaroon
﴾55﴿ Wattabi'ooo ahsana maaa unzila ilaikum mir Rabbikum min qabli aiyaatiyakumal 'azaabu baghtatanw wa antum laa tash'uroon
﴾56﴿ An taqoola nafsuny yaahasrataa 'alaa maa farrattu fee jambil laahi wa in kuntu laminas saakhireen

﴾52﴿ Do they not know that Allah expands provision for whom He wills and restricts it, Indeed, in this are many signs for a people who believe
﴾53﴿ Say, O My servants who have transgressed against themselves, do not despair of the mercy of Allah. Indeed, Allah forgives all sins. Indeed, He is the Most Forgiving, the Most Merciful
﴾54﴿ And turn in repentance to your Lord and submit to Him before the punishment comes upon you; then you will not be helped
﴾55﴿ And follow the best of what has been sent down to you from your Lord before the punishment comes upon you suddenly while you do not perceive
﴾56﴿ (This warning is given) so that no soul may say, Alas, for what I neglected in my duty to Allah, and indeed, I was among those who mocked

[52] This is the sixth rational argument. In the previous arguments, general control (over all affairs) was mentioned, and in this verse, control specifically over provision (rizq) is mentioned—this too is exclusively attributed to Allah, the Exalted.
[53] From this verse up to verse 67 is the fourth section. In it, there is encouragement to repent from polytheism and other sins, and to follow the Qur'an. To refute three excuses, both warning and glad tidings are mentioned again. Then two general rational arguments are presented—the seventh and the eighth. After that, a revelation-based argument is given to refute associating partners in worship.
In verse (23), the way to be saved from punishment is mentioned—those that were referred to in previous verses—and that way is repentance from polytheism and other sins.
"Yā ʿibādiya" (O My servants) refers to the believers.
As for "al-dhunūba jamīʿan" (all sins), it either refers to sins other than polytheism and disbelief, or it refers to all servants, including polytheists—thus including polytheism in "al-dhunūb".
In this verse, forgiveness is intended to be conditional upon repentance—so even polytheism and disbelief are forgiven with repentance.
But in the verse from Surah An-Nisa, forgiveness without repentance is meant.
[54] This is connected (grammatically) to an implied phrase, which is "Seek forgiveness from Allah and turn to Him".
Here, submission is intended in terms of actions (i.e., obedience through deeds).
[55] This is an encouragement toward the Qur'an, meaning that repentance, turning to Allah, and accepting Islam are through following the Qur'an.
This verse also implies that you should hasten in repenting and following the Qur'an—do not delay, lest a punishment comes and then you will no longer be able to do anything.
[56] This mentions the refutation of three excuses (pretexts)—meaning that if the Qur'an had not been revealed, they would have made these excuses.
"Janb Allah" (the side of Allah)—this, in its nature, is among the mutashabihat (ambiguous expressions).
Although its apparent meaning is clear, as it literally refers to the "side," it has a firm (interpretable) apparent meaning.
From the word "farrattu" (I neglected), the intended meaning of "tafreet" (negligence) is polytheism, disbelief, injustices, and committing sins—falling short in fulfilling the rights of Allah, the Exalted, and showing laziness in obedience.
