﴾188﴿Wa laa taakuloo amwaalakum bainakum bilbaatili wa tudloo bihaaa ilal hukkaami litaakuloo fareeqam min amwaalin naasi bil ismi wa antum ta'lamoon
﴾189﴿Yas'aloonaka 'anil ahillati qul hiya mawaaqeetu linnaasi wal Hajj; wa laisal birru bi an ta'tul buyoota min zuhoorihaa wa laakinnal birra manit taqaa; wa'tul buyoota min abwaa bihaa; wattaqullaaha la'allakum tuflihoon

﴾188﴿And do not eat each other's wealth among yourselves in an unlawful way, and do not send it to the rulers (in the way of bribery) so that you eat a share of people's wealth, and you know it
﴾189﴿They ask you about the moon, tell them: it is the setting of times for the people a،nd for Hajj - and it is not good to enter the houses through its backs, But there is good for the one who fears Allah, the Most High, and enter the houses through their gates and fear Allah, the Most High (to accept the rulings), so that you may be saved

[188]In this verse, the fourth rule of politics is that you should not take property in a forbidden way, by usurpation, profit, theft, bribery, tricks, customs, innovations, all these are invalid - (وَتُدْلُوا بِهَا إِلَى الْحُكَّامِ) (wa tudloo bihaaa ilal hukkaami) In the first, the Laa is meant, the pronoun "bihaaa" refers to property, that is, not to convey your property to the rulers by way of bribery - (لِتَأْكُلُوا) (litaakuloo) In other words, bribery is said to be to obtain the property of another or the rights, If a person gives money to the ruler in order to obtain his property and rights, then it is not a bribe from the giver and it is forbidden for the recipient -
[189]In fasting, counting by the moon is valid, because even uneducated people understand it - counting by the sun is not valid, the same is true in Hajj - for this reason, counting by the moon is Sufficient assumption - It is correct that this question was asked by the Companions, what is the wisdom in this? So the answer was to express its wisdom - (وَالْحَجِّ) (wal Hajj) He made special mention of Hajj due to the fact that the Arab before Islam had created the custom of nasi during Hajj and changed its time, as mentioned in Surah At-Tawbah -  (وَلَيْسَ الْبِرُّ) (laisal birru) This is the custom of the ignorant during Hajj - who used to enter from the back of the house or tent when returning from Hajj and considered this a reward -
