وَمِنَ الْأَعْرَابِ مَنْ يَتَّخِذُ مَا يُنْفِقُ مَغْرَمًا وَيَتَرَبَّصُ بِكُمُ الدَّوَائِرَ عَلَيْهِمْ دَائِرَةُ السَّوْءِ وَاللَّهُ سَمِيعٌ عَلِيمٌ ﴿۹۸﴾ وَمِنَ الْأَعْرَابِ مَنْ يُؤْمِنُ بِاللَّهِ وَالْيَوْمِ الْآخِرِ وَيَتَّخِذُ مَا يُنْفِقُ قُرُبَاتٍ عِنْدَ اللَّهِ وَصَلَوَاتِ الرَّسُولِ أَلَا إِنَّهَا قُرْبَةٌ لَهُمْ سَيُدْخِلُهُمُ اللَّهُ فِي رَحْمَتِهِ إِنَّ اللَّهَ غَفُورٌ رَحِيمٌ ﴿۹۹﴾

﴾98﴿ Wa minal A'raabi mai yattakhizu maa yunfiqu maghramanw wa yatarabbasu bikumud dawaaa'ir; alaihim daaa'iratus saw'; wallaahu Samee'un 'Aleem
﴾99﴿ Wa minal A'raabi mai yu'minu billaahi wal yawmil aakhiri wa yattakhizu maa yunfiqu qurubaatin 'indal laahi wa salawaatir Rasool; 'alaaa innahaa qurbatul lahum; sayudkhilu humul laahu fee rahmatih; innal laaha Ghafoorur Raheem

﴾98﴿ And some of the desert Arabs are those who consider spending (in the way of Allah) to be a deficiency And they await disasters upon you May a destructive wind of calamity fall upon them, and Allah is All-Hearing, All-Knowing
﴾99﴿ And some of the desert dwellers are those who believe in Allah and the Last Day And they consider spending (in the way of Allah) to be a means of drawing closer to Allah and a reason for the supplications of the Messenger, may Allah bless him and grant him peace Be aware that this spending brings you closer to them May Allah Almighty quickly admit them into His special mercy. Indeed, Allah Almighty is Forgiving, Merciful

[98] This verse is also a warning to these hypocrites, and it mentions two of their disgraceful traits.
1. (مَغْرَمًا) – refers to something a person considers a burden, not something beneficial or rewarding, and he reluctantly gives it.
The hypocrites saw zakat and obligatory spending not as a duty or virtue, but as a loss.
This trait is also mentioned among the signs of the Hour—when people see charity as a burden.
2. (الدَّوَائِرَ) – the plural of “dā’irah”, referring to a reversal of fortune, when blessings turn into calamities.
It symbolizes general disasters and hardships.
(عَلَيْهِمْ دَائِرَةُ السَّوْءِ) – is a curse against them, meaning: May the circle of misfortune fall upon them.
It refers to punishments, calamities, and ultimate defeat—both in this world and the Hereafter.
[99] This verse refers to some of the believing Bedouins, in contrast to the hypocritical ones, and it conveys glad tidings for them.
(وَصَلَوَاتِ الرَّسُولِ) – refers to the du‘ās (prayers) of the Prophet (May Allah bless him and give him peace) for those who gave in charity.
This is mentioned again clearly in verse 103, where Allah commands the Prophet to pray for those who give.
(أَلَا إِنَّهَا قُرْبَةٌ لَهُمْ) – “Indeed, it is a means of closeness (to Allah) for them.”
Since the Prophet’s prayer was also intended as a way of gaining closeness to Allah, the verse emphasizes this idea and confirms that true nearness to Allah is found in such sincere actions.
The ultimate form of nearness is then expressed in the phrase: (سَيُدْخِلُهُمُ اللَّهُ) – “Allah will admit them…”
And the meaning of Allah’s mercy in this context is: entry into Paradise.
