يَا أَيُّهَا الَّذِينَ آمَنُوا مَا لَكُمْ إِذَا قِيلَ لَكُمُ انْفِرُوا فِي سَبِيلِ اللَّهِ اثَّاقَلْتُمْ إِلَى الْأَرْضِ أَرَضِيتُمْ بِالْحَيَاةِ الدُّنْيَا مِنَ الْآخِرَةِ فَمَا مَتَاعُ الْحَيَاةِ الدُّنْيَا فِي الْآخِرَةِ إِلَّا قَلِيلٌ ﴿۳۸﴾ إِلَّا تَنْفِرُوا يُعَذِّبْكُمْ عَذَابًا أَلِيمًا وَيَسْتَبْدِلْ قَوْمًا غَيْرَكُمْ وَلَا تَضُرُّوهُ شَيْئًا وَاللَّهُ عَلَى كُلِّ شَيْءٍ قَدِيرٌ ﴿۳۹﴾

﴾38﴿ Yaaa aiyuhal lazeena aamanoo maa lakum izaa qeela lakumun firoo fee sabeelil laahis saaqaltum ilal ard; aradeetum bilhayaatid dunyaa minal Aakhirah; famaamataa'ul hayaatiddunyaa fil Aakhirati illaa qaleel
﴾39﴿ Illaa tanfiroo yu'az zibkum 'azaaban aleemanw wa yastabdil qawman ghairakum wa laa tadurroohu shai'aa; wal laahu 'alaa kulli shai'in Qadeer

﴾38﴿ O you who believe, what excuse do you have that when you are told to go out in the way of Allah, you become heavy on the earth (to the world) Have you preferred the life of this world over the Hereafter, Then the things of this world are not worth anything compared to the Hereafter except a little
﴾39﴿ If you do not go forth (for Jihad), Allah will punish you with a painful punishment and will replace you with a people other than you. You will not be able to harm Allah at all, and Allah is capable of all things.

[38] From this verse up to verse 99 is the third section of the surah, and it contains warnings directed at the hypocrites. Seventy-six (76) of their vile traits are mentioned in it, excluding repetitions. Each trait is numbered. This particular verse refers to the incident of the Battle of Tabuk, which took place in the ninth year after Hijrah. Some of the hypocrites participated in it, while others stayed behind due to their hypocrisy. Among the believers as well, some remained behind, but they later repented—and their mention comes in the fourth section. "Ith-thāqaltum" — this means they became sluggish in striving for jihad out of love for worldly life. "The earth" — is a metaphor for the comforts and luxuries of the world. At that time, there were four reasons for their reluctance:
1. The intense heat
2. The long distance
3. The ripening of crops and fruits in Madinah
4. Facing a tough enemy
"More than the Hereafter" — min here means "in place of" or "instead of," as in verse 60 of Surah Az-Zukhruf. This verse proves that all worldly things are insignificant when compared to deeds related to the Hereafter—just as stated in verse 77 of Surah An-Nisa.
[39] In this verse, there is a warning of punishment and destruction due to abandoning jihad. Although the punishment is general, in some narrations (such as the narration of Abu Dawud), it is exemplified by drought.
(عَلَى كُلِّ شَيْءٍ قَدِيرٌ) – He has power over all things, so He is capable of replacing peoples and granting victory through others besides the army, as mentioned in the following verse.
