﴾97﴿ Innal lazeena tawaffaa humul malaaa'ikatu zaalimeee anfusihim qaaloo feema kuntum qaaloo kunnaa mustad'afeena fil-ard; qaalooo alam takun ardul laahi waasi'atan fatuhaajiroo feehaa; fa ulaaa'ika ma'waahum Jahannamu wa saaa'at maseeraa
﴾98﴿ Illal mustad 'afeena minar rijaali wannisaaa'i walwildaani laa yastatee'oona heelatanw wa laa yahtadoona sabeela
﴾99﴿ Fa ulaaa'ika 'asal laahu ai ya'fuwa 'anhum; wa kaanal laahu 'Afuwwan Ghafooraa

﴾97﴿ Indeed those who take their souls as angels while they are oppressors against themselves (by not emigrating) say: What were you in - They say: We were powerless on earth, the angels say, wasn't the earth of Allah, the Exalted, spacious, on which you migrated, then those people's place is hell, and the bad place to return is hell
﴾98﴿ except for the disabled men, women and children who cannot find a way (to migrate)
﴾99﴿ So those people have hope that Allah Almighty will forgive them and Allah is the Most Forgiving, the Most Merciful

[97] This is the sixth ruling, it is for the king and the subjects to give a place to the immigrants and cooperate with them, (فِيمَ كُنْتُمْ) (feema kuntum) The point is that you did not confuse the worship of Allah Almighty with monotheism - and you did not confuse the expression of the rites of Islam either, So they answer that we were weak - and in this verse, the state of dying or the state of the grave (barzakh) is meant - (أَرْضُ اللَّهِ وَاسِعَةً) (ardul laahi waasi'atan) That is, you migrated to a country where there was no ban on professing Islam, (فَأُولَئِكَ مَأْوَاهُمْ جَهَنَّمُ) (fa ulaaa'ika ma'waahum Jahannamu) It is the reason that the punishment of hell is also for the believer who is a sinner if Allah Almighty does not forgive him -
[98] This is the mention of those who are excused from emigration, (حِيلَةً) (heelatanw) It is said for hidden planning, and most of the use of this word is in impermissible deeds, as Raghib wrote in mufradat -
[99] This is good news for the disables, (عَسَى) (asa) It is used for certainty on the part of Allah Almighty - it was known that - Al-Karim, if he promised, he kept his promise -
