إِنَّ الَّذِينَ تَوَفَّاهُمُ الْمَلَائِكَةُ ظَالِمِي أَنْفُسِهِمْ قَالُوا فِيمَ كُنْتُمْ قَالُوا كُنَّا مُسْتَضْعَفِينَ فِي الْأَرْضِ قَالُوا أَلَمْ تَكُنْ أَرْضُ اللَّهِ وَاسِعَةً فَتُهَاجِرُوا فِيهَا فَأُولَئِكَ مَأْوَاهُمْ جَهَنَّمُ وَسَاءَتْ مَصِيرًا ﴿۹۷﴾ إِلَّا الْمُسْتَضْعَفِينَ مِنَ الرِّجَالِ وَالنِّسَاءِ وَالْوِلْدَانِ لَا يَسْتَطِيعُونَ حِيلَةً وَلَا يَهْتَدُونَ سَبِيلًا ﴿۹۸﴾ فَأُولَئِكَ عَسَى اللَّهُ أَنْ يَعْفُوَ عَنْهُمْ وَكَانَ اللَّهُ عَفُوًّا غَفُورًا ﴿۹۹﴾
﴾97﴿ Innal lazeena tawaffaa humul malaaa'ikatu zaalimeee anfusihim qaaloo feema kuntum qaaloo kunnaa mustad'afeena fil-ard; qaalooo alam takun ardul laahi waasi'atan fatuhaajiroo feehaa; fa ulaaa'ika ma'waahum Jahannamu wa saaa'at maseeraa
﴾98﴿ Illal mustad 'afeena minar rijaali wannisaaa'i walwildaani laa yastatee'oona heelatanw wa laa yahtadoona sabeela
﴾99﴿ Fa ulaaa'ika 'asal laahu ai ya'fuwa 'anhum; wa kaanal laahu 'Afuwwan Ghafooraa
﴾97﴿ Indeed, those whose souls the angels take while they were wronging themselves (by not migrating), the angels will say: “What was your condition?”
They will say: “We were oppressed in the land.”
The angels will say: “Was not the earth of Allah spacious enough for you to emigrate therein?”
Such people—their abode is Hell, and what an evil destination it is.

For such people, it is hoped that Allah will pardon them, and Allah is Ever-Pardoning, Most Forgiving.
[97] This is the sixth ruling: both rulers and the people should provide a place for the emigrants (muhajirin) and support them.
“Fima kuntum” means: Why did you not worship Allah with true monotheism, and why did you not openly practice the signs of Islam?
They reply that they were weak.
In this verse, the state of death or the Barzakh (intermediate realm) is intended.
“Ardu-llahi wasi‘ah” means: You should have migrated to a land where you could freely practice Islam.
“Fa-ulaa’ika ma’wahum jahannam” indicates that even sinful believers may face punishment in Hell if Allah does not forgive them.
[98] This refers to those who are excused from migration.
“Hilatan” means a hidden strategy or means, and this word is often used for impermissible acts—as al-Raghib wrote in his Mufradat.
[99] This is a glad tiding for those who are excused.
“‘Asa” (it is hoped) when used by Allah, is for certainty.
It is well-known: “The Generous One, when He promises, He fulfills.”
