هُوَ الَّذِي خَلَقَ لَكُمْ مَا فِي الْأَرْضِ جَمِيعًا ثُمَّ اسْتَوَى إِلَى السَّمَاءِ فَسَوَّاهُنَّ سَبْعَ سَمَاوَاتٍ وَهُوَ بِكُلِّ شَيْءٍ عَلِيمٌ ﴿29﴾ وَإِذْ قَالَ رَبُّكَ لِلْمَلَائِكَةِ إِنِّي جَاعِلٌ فِي الْأَرْضِ خَلِيفَةً قَالُوا أَتَجْعَلُ فِيهَا مَنْ يُفْسِدُ فِيهَا وَيَسْفِكُ الدِّمَاءَ وَنَحْنُ نُسَبِّحُ بِحَمْدِكَ وَنُقَدِّسُ لَكَ قَالَ إِنِّي أَعْلَمُ مَا لَا تَعْلَمُونَ ﴿30﴾
﴾29﴿Huwal lazee khalaqa lakum maa fil ardi jamee'an summas tawaaa ilas samaaa'i fasaw waahunna sab'a samaa waat; wa Huwa bikulli shai'in Aleem
﴾30﴿Wa iz qaala rabbuka lil malaaa'ikati innee jaa'ilun fil ardi khaleefatan qaalooo ataj'alu feehaa mai yufsidu feehaa wa yasfikud dimaaa'a wa nahnu nusabbihu bihamdika wa nuqaddisu laka qaala inneee a'lamu maa laa ta'lamoon
﴾29﴿ Allah alone is the One who created for your benefit everything that is on the earth. Then Allah turned to the sky and created the seven heavens in perfect harmony. And Allah is All-Knowing of everything.
﴾30﴿ When your Lord said to the angels, “Indeed, I am going to place a vicegerent on the earth,” they said, “Will You place in it someone who will spread corruption and shed blood, while we glorify You with praise and declare Your holiness?” Allah said, “Indeed, I know what you do not know”
[29] This verse is another proof of monotheism and the Hereafter, showing that Allah is the disposer of all affairs and knows everything. It also mentions the second universal blessing, that He created everything for your benefit. The creation of Allah is of two types: one that is pure goodness, and another in which goodness prevails and evil is minimal. Allah has not created anything that is purely evil or that evil dominates it, even if we do not perceive the good in some creations. There is benefit in everything, indicating the existence and oneness of Allah.
From this verse and verse 9 of Surah Fussilat, it becomes clear that the earth and its contents were created before the heavens. In verse 30 of Surah An-Nazi‘at, the reverse is mentioned. The commentators have provided many answers to this. The best explanation, as narrated by Bukhari from Ibn Abbas (may Allah be pleased with him), is that the creation and measurement of the earth came before the creation of the heavens, but the spreading of the earth occurred after the creation of the heavens. Another answer is that in Surah An-Nazi‘at, the word “after” means “along with” and not “subsequently.” Allah knows best.
[30] This indicates that the angels do not have knowledge of everything, so they are not worthy of worship. This also mentions the third universal blessing, that Allah honored your father Adam (peace be upon him) with the gift of vicegerency. Allah informed the angels of the high status of Adam (peace be upon him). The meaning of “vicegerent” is ruler or successor after the jinn; it does not mean deputy of Allah, as that interpretation is incorrect.
“When your Lord said” — since the things of the earth were created for benefit, it is now mentioned that for humans to benefit from them, the vicegerency of humanity is necessary, and this requires knowledge of the names and uses of the things on earth. “Those who spread corruption” — this knowledge was either given to the angels by Allah or deduced from the word “vicegerent.” “We glorify You with praise” — glorification is declaring Allah free from all deficiencies that are incompatible with divinity, referring to His negative attributes, while praise refers to His positive attributes. “We declare Your holiness” refers either to Allah’s majesty and greatness, or to the infallibility of the angels from sin.
