َ تَنَزَّلُ الْمَلَائِكَةُ وَالرُّوحُ فِيهَا بِإِذْنِ رَبِّهِمْ مِنْ كُلِّ أَمْرٍ ﴿۴﴾ سَلَامٌ هِيَ حَتَّى مَطْلَعِ الْفَجْرِ ﴿۵﴾

﴾4﴿ Tanaz zalul malaa-ikatu war roohu feeha bi izni-rab bihim min kulli amr
﴾5﴿ Salaamun hiya hattaa mat la'il fajr

﴾4﴿ The angels and the Spirit (Jibreel, peace be upon him) descend on that night by the command of their Lord regarding every matter
﴾5﴿ The night is peaceful (filled with peace and security) until the break of dawn

[4] This verse mentions the second aspect of the greatness of this night—that many angels descend during it, and the descent of angels signifies the descent of blessings.
And the Spirit—refers to Jibrīl (peace be upon him), who descends with a group of angels, offering peace and making du‘ā for every servant who is standing or sitting in remembrance of Allah.
With every command—min here means “with,” and command refers either to matters that have been decreed for the year and entrusted to the angels, or to all types of goodness and blessings.
