﴾8﴿ By the grace of Allah the Exalted and because of His blessings, and Allah the Exalted is the Most Knowing, the Most Wise
﴾9﴿ And if two groups of believers fight each other, then make peace between them. But if one of them transgresses against the other, then fight against the one that transgresses until it returns to the command of Allah the Exalted. Then if it returns, reconcile between them with justice and act justly. Indeed, Allah the Exalted loves those who act justly

[8] This indicates that the previously mentioned qualities are a favor from Allah the Exalted.
[9] This mentions the fourth point of etiquette: when the report of a sinful person is accepted without verification and as a result, discord, enmity, and fighting arise among the believers, then it becomes obligatory on the rest of the believers to strive for reconciliation between them and not take sides.
This is so that unity and harmony among the believers are not harmed.
Meaning: through advice and inviting both parties to judgment based on the Qur’an and Sunnah.
Similar instructions are also mentioned in Surah al-Nisa (verses 135 and 138).
If one of them transgresses" – This means that one group refuses to submit to the ruling of the Qur’an and Sunnah and instead seeks corruption.
Until it returns to the command of Allah" – meaning the Book of Allah and the Sunnah of the Messenger of Allah (May Allah bless him and give him peace).
With justice" – This emphasis is mentioned so that their fighting does not become a cause for ongoing hatred and envy, which would make justice impossible.
Qurtubi said: Justice here also includes that, due to the rebels’ interpretation, the wealth and lives they caused to perish cannot be claimed back from them.
Meaning: remove injustice by acting with fairness.
Note: After the command to judge justly, the additional instruction to act with fairness (أَقْسِطُوا) is because the intention is to ensure people are given their due shares and rights.
In such situations, the rights of people are often compromised, so the command “aqsitoo” is mentioned separately as an independent ruling.
