﴾46﴿ And some of the reasons for the Oneness and power of Allah, the Exalted, are that He sends the winds as glad tidings, so that He may let you taste a portion of His mercy, so that ships may sail by the command of Allah, the Exalted, and so that you may seek His bounty, and so that you may be grateful
﴾47﴿ And indeed, We sent messengers before you to their people, and they brought them clear signs. Then We took retribution from the criminals, and it is incumbent upon Us to support the believers
﴾48﴿ Allah, the Exalted, is the One who sends the winds, then stirs up the clouds, then spreads them in the sky as He wills, and breaks them into fragments. Then you see the raindrops emerging from within them. And when He causes it to reach whom He wills of His servants, they rejoice at that moment
﴾49﴿ And even though they were in despair before the rain was sent down upon them
﴾50﴿ So observe the signs of Allah's mercy, how He revives the earth after its lifelessness. Indeed, it is He who will bring the dead to life, and He is over all things capable

[46] This is another rational reason, and in this aspect, "Allah does not love the disbelievers" applies, meaning the disbeliever denies the clear signs. And five benefits of sending the winds have been mentioned—
[47] Since the apparent blessings were mentioned, now the inner (spiritual) blessings are mentioned. The purpose of this is to confirm the claim of the Surah. (It is truly incumbent upon Us)—Allah the Exalted has made this obligation upon Himself due to His promise. And this obligation is called a grace-based obligation; it is not an obligatory right like what is obligatory upon the servants.
[48] This is another rational reason and an example of divine help—just as after people lose hope, Allah the Exalted sends down rain and the people rejoice, likewise, after the believers become weak, Allah the Exalted grants them victory and support.
[49] This is the continuation of the previous verse—the pronoun in "from before" refers either to the cloud, or to this time, or to the Qur'an. It means that before the guidance of the Qur'an, due to ignorance, in times of drought they would become extremely hopeless of the mercy of Allah the Exalted.
[50] This is another rational reason and is related to the previous verse. It mentions the effects of rain, because here what is meant by the mercy of Allah the Exalted is rain, and what is meant by its effects are plants, trees, fields, and the like.
