قَالَ الْمَلَأُ 362 الأعراف
قُلْ يَا أَيُّهَا النَّاسُ إِنِّي رَسُولُ اللَّهِ إِلَيْكُمْ جَمِيعًا الَّذِي لَهُ مُلْكُ السَّمَاوَاتِ وَالْأَرْضِ لَا إِلَهَ إِلَّا هُوَ يُحْيِي وَيُمِيتُ فَآمِنُوا بِاللَّهِ وَرَسُولِهِ النَّبِيِّ الْأُمِّيِّ الَّذِي يُؤْمِنُ بِاللَّهِ وَكَلِمَاتِهِ وَاتَّبِعُوهُ لَعَلَّكُمْ تَهْتَدُونَ ﴿۱۵۸﴾ وَمِنْ قَوْمِ مُوسَى أُمَّةٌ يَهْدُونَ بِالْحَقِّ وَبِهِ يَعْدِلُونَ ﴿۱۵۹﴾ وَقَطَّعْنَاهُمُ اثْنَتَيْ عَشْرَةَ أَسْبَاطًا أُمَمًا وَأَوْحَيْنَا إِلَى مُوسَى إِذِ اسْتَسْقَاهُ قَوْمُهُ أَنِ اضْرِبْ بِعَصَاكَ الْحَجَرَ فَانْبَجَسَتْ مِنْهُ اثْنَتَا عَشْرَةَ عَيْنًا قَدْ عَلِمَ كُلُّ أُنَاسٍ مَشْرَبَهُمْ وَظَلَّلْنَا عَلَيْهِمُ الْغَمَامَ وَأَنْزَلْنَا عَلَيْهِمُ الْمَنَّ وَالسَّلْوَى كُلُوا مِنْ طَيِّبَاتِ مَا رَزَقْنَاكُمْ وَمَا ظَلَمُونَا وَلَكِنْ كَانُوا أَنْفُسَهُمْ يَظْلِمُونَ ﴿۱۶۰﴾
﴾158﴿ Qul yaaa aiyuhan naasu innee Rasoolul laahi ilaikum jamee'anil lazee lahoo mulkus samaawaati wal ardi laaa ilaaha illaa Huwa yuhyee wa yumeetu fa aaminoo billaahi wa Rasoolihin Nabiyyil ummiy yil lazee yu'minu billaahi wa Kalimaatihee wattabi'oohu la'allakum tahtadoon
﴾159﴿ Wa min qawmi Moosaaa ummatuny yahdoona bilhaqqi wa bihee ya'diloon
﴾160﴿ Wa qatta' naahumus natai 'ashrata asbaatan umamaa; wa awhainaa ilaa Moosaaa izis tasqaahu qawmuhooo anid rib bi'asaakal hajara fambajasat minhus nata 'ashrata 'ainan qad 'alima kullu unaasim mashrabahum; wa zallalnaa 'alaihimul ghamaama wa anzalnaa 'alaihimul manna was Salwaa kuloo min taiyibaati maa razaqnaakum; wa maa zalamoonaa wa laakin kaanooo anfusahum yazlimoon
﴾158﴿ Say, O all people! Indeed, I am the Messenger of Allah, the Most High, to you all. Allah, the Most High, is the One, to whom belongs the dominion of the heavens and the earth There is none worthy of worship except Him. He gives life and causes death. So believe in Allah and His Messenger, an unlettered prophet He who believes in Allah Almighty and His commandments and follow him until you are guided
﴾159﴿ It is a group that expresses the truth and decides with the truth
﴾160﴿ And We divided them into twelve tribes, and We sent revelation to Moses, peace be upon him, when his people asked him for water He said, Strike the rock with your staff, and twelve springs gushed forth from it They knew that each group had its own source of water And We made the clouds a shade for them, and We sent down upon them the manna and the quails (We said) eat of the good things We have provided you And they did not wrong Us, but they wronged themselves
[158] Since the qualities of the Noble Prophet (peace and blessings be upon him) were mentioned, now his universal call is mentioned—along with the purpose of his prophethood, which is tawḥīd (monotheism). This verse calls to faith and following him in order to attain guidance.
In this verse, the universality of the final Prophet’s message is clearly stated—it applies to the Jews, Christians, and all of humanity until the Day of Judgment. Similar points are made in verse 20 of Surah Āl ʿImrān and verse 19 of Surah al-Anʿām.
(الَّذِي) – This phrase introduces the core message of tawḥīd, with which this Prophet (peace and blessings be upon him) was sent. The first is tawḥīd al-rubūbiyyah (oneness of Lordship), and the second is tawḥīd al-ulūhiyyah (oneness of worship).
(يُؤْمِنُ بِاللَّهِ) – This proves that the Prophet himself is bound by the commands of Allah Most High, and that his own belief is in complete agreement with the message he conveys.
[159] In this verse, there is an indication that among the Children of Israel there are indeed people who follow the final Prophet. Such individuals existed during the time of Musa (peace be upon him), and also during the time of the final Prophet (peace and blessings be upon him).
[160] Since the universality of the final Prophet’s message and his call was mentioned earlier, now the Children of Israel are reminded of blessings (ni‘am) and punishments (niqam) to encourage them and to instill fear—this continues up to verse 168.
In this verse, the Children of Israel are reminded of four specific blessings:
1. The division of them into twelve groups for organization and structure.
2. Water being brought forth from a rock.
3. The clouds providing shade for them.
4. The sending of manna and salwa (quail).
(فَانْبَجَسَتْ) – Anbijās means water began to flow little by little, while infijār means water burst forth abundantly. So, first water trickled out, then it increased. These blessings are also mentioned in verses 60 and 57 of Surah Al-Baqarah.
(اثْنَتَيْ عَشْرَةَ) is the ḥāl (state), and (أَسْبَاطًا) is its substitute (badal), and (أُمَمًا) is a descriptive attribute (ṣifah) of Asbāṭ.
Note: In Surah Al-Baqarah, the purpose was to elaborate on the blessings, so the word infijār (abundant flow) was used to reflect the completeness of the blessing. But here, anbijās (gradual flow) is used.
